Does anyone have an answer to this one? This is my exact problem.

Finally found the answer. The error is caused by php attempting to start up its SNMP module. As I don't need this I commented these lines in PHP.INI out:

;[PHP_SNMP]
;extension=php_snmp.dll

rebooted the Apache server and the problem went away.
