I am using the package manager from the browser to download
Structures_DataGrid_Renderer_HTMLTable

It came back with the following errors (I had no problem with installing Stucture Datagrid):

ERROR: unable to unpack C:\\xampp\\htdocs/php/pear\HTML_Common-1.2.4.tgz
ERROR: unable to unpack C:\\xampp\\htdocs/php/pear\HTML_Table-1.8.2.tgz

Can anyone help?

What do you mean by "package manager from the browser"?

I mean using the GUI as opposed to command line.
